Flint FOIA Records Requests

The City of Flint handles criminal history records requests through its FOIA office. The FOIA Coordinator works out of the City of Flint Department of Law at 1101 S Saginaw St, 3rd Floor, Flint, MI 48502. Under MCL § 15.231, anyone can submit a request for public records held by the city. The standard response time is five business days, with a possible ten-day extension for complex requests.

Flint's FOIA costs are worth knowing about up front. The city charges $33.09 per hour for search time and $23 per hour for review and redaction. If the estimated cost exceeds $50, you must pay a 50% deposit before they start work. The city has noted that due to limited resources, some requests may take 45 or more days to complete after you pay the deposit. This is longer than many other Michigan cities. If you need records fast, a direct court search or ICHAT might be a better option for criminal history data.

The Flint FOIA portal is shown below. This is where you can submit records requests and find information about the city's FOIA process and fees.

Be as specific as you can in your request. Include full names, dates, and case or report numbers. Broad requests cost more because they take more staff time to search and review. A targeted request for one police report will be much cheaper and faster than asking for all records related to a person over a span of years.

67th District Court Criminal Cases

The 67th District Court is at 900 S Saginaw St in Flint. The phone number is (810) 257-3170. This court handles misdemeanor criminal cases, traffic charges, and preliminary hearings for felony cases that occur in the city. If a felony charge moves past the preliminary exam, the case goes to the Genesee County Circuit Court for trial.

You can search 67th District Court cases through MiCOURT. The search is free and does not require an account. Enter a name or case number to find criminal history records from Flint's district court. Results show the charges, filing dates, hearing schedule, and disposition. MiCOURT is updated regularly but may lag a few days behind real-time court filings.

Note: Sealed and expunged cases will not appear in MiCOURT search results.

Genesee Circuit Court Records

The Genesee County Circuit Court is also at 900 S Saginaw St. Call (810) 257-3225 for information. This court handles all felony trials from Flint and the rest of Genesee County. The county clerk maintains circuit court records. You can request copies in person, by mail, or through the county's records request process.

Felony cases from Flint make up a significant portion of the Genesee County Circuit Court's caseload. The court handles everything from drug charges to violent crimes. If you are looking for a felony case that started in Flint, search MiCOURT and select the Genesee County Circuit Court. The case will show up there once it has been bound over from the 67th District Court. Copy fees apply for paper records from the clerk's office.

Genesee County Sheriff Records

The Genesee County Sheriff's office is at 1002 S Saginaw St in Flint. The phone number is (810) 257-3407. While the sheriff covers the county outside of Flint city limits, some cases involve both agencies. The sheriff's office handles warrants, jail records, and serves as the county lockup for people arrested in Flint.

If someone was booked into the Genesee County Jail after a Flint arrest, the sheriff's office has booking records and related documents. These are available through FOIA requests to the county. The sheriff's records are separate from Flint PD records, so if you need both, you may have to make two separate requests. One goes to the City of Flint and the other to the Genesee County Sheriff.

Statewide Tools for Flint Records

ICHAT is the Michigan State Police criminal history database. It costs $10 per search and pulls records from every county in the state. For Flint criminal history, ICHAT will show convictions and pending cases from both the 67th District Court and the Genesee County Circuit Court. The database is authorized under MCL § 28.241a and is available to anyone.

OTIS, the Offender Tracking Information System, is free and tracks people in state prison or on parole. If someone from Flint is currently incarcerated, OTIS will show their record. The Michigan Sex Offender Registry is also free and lets you search by name, zip code, or address. You can check if registered offenders live near any location in Flint.

The Michigan State Police also accept FOIA requests through their own portal. If a state police investigation touched Flint, you can get those records separately from what the city holds. The MSP FOIA process follows the same MCL § 15.231 rules but goes through the state agency rather than the city.

Flint Criminal Record Expungement

Michigan's Clean Slate law gives eligible people the right to petition for expungement. Under MCL § 780.621, certain misdemeanors can be set aside after three years and felonies after five years. Some offenses are cleared automatically by the state without requiring a petition. If you have a Flint criminal record that qualifies, the expungement process starts with the court that handled your case.

For misdemeanor cases, petition the 67th District Court. For felonies, file with the Genesee County Circuit Court. There is a filing fee and a possible hearing. The court looks at factors like time since the conviction and any new offenses. If granted, the record is sealed. It drops off ICHAT and MiCOURT. Legal aid organizations in Genesee County may be able to help with the paperwork and court appearances if you qualify for their programs.
